This specification defines the **Autonomous Task Population Dynamo**, an engine that continuously spawns, prioritizes, and executes engineering tasks derived strictly from the mathematical **Discrepancy Vector ($\vec{\mathcal{D}}$)** between physical system state and canonical doctrine.
